ESSA Advocacy Trip

By NDSHAPE · Comments (0)
Tuesday, April 2nd, 2019

Hello NDSHAPE members! Hopefully you are getting ready to head to sunny Tampa, Florida, next week for SHAPE America’s National Convention! I just wanted to touch base and update you on the very successful trip that Chris Mahoney (University of Jamestown) and I made on March 5th– 6th to Washington, DC to be the lone representatives from North Dakota for SHAPE America’s SPEAK Out Day.

We had a successful training day on Tuesday, where we learned about the current ESSA funding that we wanted to advocate to our North Dakota legislators to continue to fund. Our day to lobby began bright and early on Wednesday morning and we were able to meet with representatives for both Kelly Armstrong and Kevin Cramer before lunch. The thrill of the day came in the afternoon when Senator (and former Governor) John Hoeven met personally with Chris and I to talk about the funding we were advocating for and to have us get him up to speed on North Dakota sports happenings.  The two major sources of funding that we advocated for were Title IV Part A and Title II, which you can learn more about below:

Title IV, Part A of the Every Student Succeeds Act: Student Support and Academic Enrichments Grants

The bipartisan Every Student Succeeds Act (ESSA) includes a flexible block grant program under Title IV Part A, which is authorized at $1.6 billion in FY 2019. Title IV, Part A authorizes activities in three broad areas:

1. Providing students with a well-rounded education

2. Supporting safe and healthy students (e.g., school mental health, drug and violence prevention, and training on trauma-informed practices, health and physical education)

3. Supporting the effective use of technology (e.g., professional development, blended learning, and purchase of devices)

Title II of the Every Student Succeeds Act: Preparing, Training, and Recruiting High-Quality Teachers, Principals, or Other School Leaders The purpose of Title II of the Every Student Succeeds Act (ESSA) is to:

• Increase student achievement consistent with the challenging state academic standards

• Improve the quality and effectiveness of teachers, principals, and other school leaders

• Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools

• Provide low-income and minority students greater access to effective teachers, principals, and other school leaders Title II requires districts to “meaningfully consult” with teachers, principals, paraprofessionals, charter school leaders, parents etc., when developing an application for the use of Title II funds for state approval.

There are four major changes to Title II under ESSA:

• Changes the formula funding to weigh poverty over population

• Removes the requirement for a teacher evaluation system

• Eliminates the requirement for teachers to be highly qualified

• Allows states to blend Title II, Part A funds with other ESSA funds

Please recognize that we all need to continue to reach out to our Representative and Senators as the budget process continues with our federal budget.  You can easily reach out to them here:  https://www.shapeamerica.org/advocacy/advocacy_action_center.aspx#%2F

Thank you for your support in our travels, Chris and I look forward to discussing this great experience with you anytime! If we don’t see you in Tampa, enjoy the warmer weather in North Dakota, I know the students will enjoy the opportunity to be outside playing again!

Sincerely,

Joe Deutsch & Chris Mahoney

Tuesday, March 5th, 2019

Oh behalf of the North Dakota Department of Public Instruction, the Mid-Dakota Education Cooperative (MDEC) and the South East Education Cooperative (SEEC) we are inviting you all to submit an application for selection to serve as a content specialist committee member to prioritize the updated Health Education Standards and to create proficiency scales for the purpose of improving core instruction.

We are assembling a work group of approximately 15 North Dakota Educators from across the state that will represent a cross-section of communities and schools.  The goal will be to have 3 individuals per grade-level strand (PreK-2; Grades 3-5, Grade 6, Grades 7-8 and Grades 9-12).  The work group will:

  • Review the 2018 Health Education Content Standards
  • Engage in online learning modules prior to first face-to-face meeting date
  • Prioritize Health Education Content Standards
  • Draft Proficiency Scales in child-friendly language

The work group will meet in-person three times, those dates are as follows:

  • Friday, April 26th
  • Thursday, May 2nd
  • Wednesday, May 29th

All of these in-person meetings will take place in Minot, ND.

We will be able to provide either reimbursement for substitute teacher pay to the school district + all travel expenses (mileage, lodging and meals) or provide a personal stipend + all travel expenses (mileage, lodging and meals) for those serving on the work group.

There will also be 2 graduate credits available.

The application is attached, please return to me via email (keely.ihry@k12.nd.us) no later than Friday, March 22nd.

We Need Your Help!

By NDSHAPE · Comments (0)
Saturday, March 2nd, 2019

Dear ND SHAPE Members,

In an effort to educate new members of Congress about the importance of a well-rounded education within the bi-partisan Every Student Succeeds Act (ESSA), Joe Deutsch(NDSU), and Chris Mahoney (U. of Jamestown), are headed to Capitol Hill to advocate for full funding to support professional development for teachers and health and physical education programs in schools. They will be asking lawmakers to fully fund the federal education program Title IV, Part A, Student Support and Academic Enrichment Grants, under ESSA.

They will join more than 150 fellow health and physical educators representing 39 states on Capitol Hill to take part in the SHAPE America – Society of Health and Physical Educators 12th annual member advocacy day, SPEAK Out! Day, on March 5-6.

When ESSA was passed in 2015, health and physical education were designated as part of a well-rounded education, allowing Title IV, Part A, schools to receive funding to support a well-rounded education, safe and healthy student programs, and effective use of technology. Congress funded Title IV, Part A at $1.1 billion and $1.17 billion in FY18 and FY19 respectively. As Congress reconciles appropriations for FY 2020 and beyond, it’s critical that the health and physical education community continues its strong advocacy efforts for this important funding stream for schools.

WE NEED YOUR HELP

Next Wednesday, our representatives will be meeting with North Dakota’s Senators and Congressman to tell them WHY we need #MoreTitleIV. You can help them tell your stories by briefly sharing your own “WHY” we need #MoreTitleIV. Please consider creating a short video and Tweeting it out on or before Wednesday, March 6th. A couple of North Dakota teachers have already shared their stories, but we need more!!
